BundleCreator is UK court bundle software. It was built by someone who has been on the wrong side of a badly formatted bundle — and decided to fix it.

The company

BundleCreator is a product of Steleo Publishing Limited, a company registered in England and Wales (Company Number 11891029). We are registered with the Information Commissioner’s Office as a data controller under ICO Registration ZB969283. All customer data is hosted in the United Kingdom (Google Cloud, London region), encrypted with AES-256 at rest and TLS 1.3 in transit, and handled in line with UK GDPR.

BundleCreator launched in October 2025. It covers over 370 document templates across 22 areas of law for the courts and tribunals of England and Wales. It is used by solicitors and litigants in person, and built for barristers, paralegals, legal executives, and McKenzie Friends.

Founder — Stevie Hayes

BundleCreator was founded by Stevie Hayes, a Governance, Risk and Compliance specialist with over 30 years of technology experience.

Stevie’s career spans data-security leadership, broadcast technologies, and enterprise-scale delivery. Prior roles included work at Sky, Disney, and BT. As former Head of Data Security at Holland & Barrett, he led compliance framework development for a customer-facing retail business. That same methodical approach now applies to court bundle compliance: understanding the rules, implementing systematic processes, and eliminating human error.

Five years in the UK Family Court system — experiencing proceedings both with solicitors and as a litigant in person — showed him precisely where the system fails those who need it most. BundleCreator exists to bridge that gap.

Stevie was also diagnosed with dyslexia as an adult, a late diagnosis that shaped the decision to launch BundleCreator with the NeuroDiverse Toolbox — nine accessibility tools including Read Aloud, OpenDyslexic font, reading rulers, and colour overlays — built in from day one rather than bolted on later.

Why BundleCreator exists

UK courts and tribunals require documents to be presented as a single, paginated, indexed PDF bundle that follows the practice direction for the hearing type. Prepared by hand, this can take four hours or more per bundle — and a single error in pagination or order can see the bundle rejected, the hearing adjourned, or, worse, a strong case disadvantaged because the judge cannot find the evidence.

The professional tools that solve this problem have historically been priced for large law firms. The people most often preparing their own bundles — litigants in person, McKenzie Friends, Citizens Advice caseworkers, and small practitioners — have had spreadsheets, scanners, and late nights.

BundleCreator closes that gap. It automates pagination, indexing, hyperlinking, and practice-direction formatting, and it ships with over 370 pre-loaded templates that include yellow-highlighted guidance text so users without legal training can still produce court-compliant documents. Bundle preparation that took four hours or more now typically takes under an hour.

What we do not do

  • We are not a law firm. BundleCreator provides software and document templates; it does not provide legal advice, legal representation, or any reserved legal activity as defined in Schedule 2 of the Legal Services Act 2007. We are not regulated by the Solicitors Regulation Authority, the Bar Standards Board, CILEx Regulation, or the Legal Ombudsman.
  • We do not train AI on your data. Customer documents, bundles, and case details are never used to train AI models. See our AI Transparency statement for the full detail.
  • We do not sell or share customer data. Sub-processors are limited to the infrastructure providers needed to run the service, each under a data-processing agreement.
  • We do not guarantee court acceptance. BundleCreator is designed to help you meet Practice Direction 27A and the other rules that apply to your hearing, but the court, tribunal, or judge ultimately decides what is acceptable in any given case.

Government court forms supplied through BundleCreator (for example ET1, ET3, FL401, C100, SEND35) are Crown copyright and are reproduced under the Open Government Licence v3.0.
